How To Link Dropdown Box to Filter my Repeater

Hello thankyou for taking the time to read my question. I am having some difficult time trying to connect a drop down list to filter through my list.

I have it working on another site but when i go into the filter option the option "user input element" and this is where i should select the drop down list i need to filter but i cant as it is grey out.

I have connected the drop down list to the data base so not sure why i cant do it
